I felt it doesn't have attraction...
But in "http://www.pref.niigata.jp/sangyorodo/kankoshinko/en/"
It is a bit impressed...but it needs some links such as travel and tourism company information, e.g. http://www.virtualtourist.com/

for research and information.
by the way, yesterday when we were climbing down Hakkaisan, talked about what can be the reason to visit Niigata, what they have now? the short discussion was interesting with a few points, there are no particular target market. maybe the main thing is to define main target based on what Niigata have and can offer.
